The First Day:
When the party landed at the massive Spaceport Facility in Baku, they were greeted as returning heroes. Large crowds had gathered behind security barricades as local media took their photos. It wasn’t every day that Lord Sembla, who was also known as First Son. For Auro Syrdash was the son of Chancellor Praeta Syrdash, who was widely popular across Baku. Sum two thousand residents had shown up to greet their hero. Signs waved from the hands of residents of the city saying things like, ‘We Love You, Lord Sembla’ or ‘Our Savor!’ A local High School band play music as the party departed their shuttle and were greeted by dignitaries of Fray.
Master Stephens and his council, the local Jedi Representation greeted Lord Sembla personally at the end of a long red carpet that was brought out in honor of Lord Sembla. Fulps Haze, the President of Guardian Exports Operations on the world of Fray, gave heart felt speech honoring Lord Sembla and his party. He cited Lord Sembla’s success on Olivan in preserving peace and saving lives. Mr. Haze announced that the Refugee Site on Fray that houses nearly a hundred thousand Olivanee has been named Aurovile, in honor of Lord Sembla.
After a short parade before tens of thousands of residents, Lord Sembla and his party were brought to the Jedi Complex that has once been the home of Lady Baku. There the party was allowed to refresh themselves before attending a feast in the Lord Sembla’s honor. In attendance were local board members of Guardian Exports. Master Stephens, his council, and a number of Knights and promising students of the feast. Duncan and Jaden found that the feast was of the quality seen during a royal banquet. At the end of the evening, even Pablo-Jill had his fill.
After the First Day:
While the ship and crew were getting ready for two very important hearings, the party were trapped on the Vengeance. That meant that actually exploring the massive city of Baku would have to wait till after the two hearings. That didn’t mean they couldn’t do some research on to this world. After the hearings, many members of the party spent hours in the ship’s lounge exploring news articles and reports so that they could get a feel for the world.
Fray’s Recent Background:
Like many worlds, Fray has a degree of importance to the Jedi. To a lesser degree, an importance to the Republic. The northern City of Baku hosts the largest fuel refinery in the entire Outer Rim Territories. The fuel that is refined at this massive complex flows in from wealthy finds across Fray. Next to the refinery is one of the largest bases the Jedi operate in the Outer Rim. The Spaceport services a mix of Jedi, Republic Military and Civilian craft. More ships stop at this spaceport in a month than the next six spaceports in the Outer Rim, combined. These factors have made Fray one of the wealthiest worlds in terms of exports.
Baku is one of the most advanced cities in the Outer Rim. Complete with a state of art mass transit system, and the Baku Institute of Technology is set to open its doors in the coming months. Here in the city of Baku, people enjoy a privileged life at the level of luxury known by most living in the Core Worlds. Vast tracks of the city had been cleared to make room for lush and beautiful public gardens and fountains. The shops and stores of Baku feature only the latest styles and fashions from across the Core Worlds. An army of clones make sure that the city is maintained at its most beautiful.
However, beyond the hundred-meter-high, ten-meter-thick walls reinforced by powerful ray shields, the people of Fray live in a state of misery. For all the fuel wealth Fray holds, Fray has the largest percentage of population living below the extreme poverty line in the Outer Rim.
About ninety five percent of Fray's wealth is shipped off world by the Guardian Exports Corporation, who owns the refinery and nearly all the fuel fields across Fray. But it wasn't always like this.
Just about two years ago, Fray was enthralled in a violent civil war that had going on for decades. During this period, the wealth of Fray was controlled by eight noble house on Fray. Most notably, the wealthiest among them was the House of Baku. House of Baku was led by the benevolent Lady Baku, her real name was Tristen Bla. While the warring factions fought for control of Fray’s wealth, it was Lady Baku who sought to use her House to bring comfort and peace to those who needed it the most.
It was realized by the Jedi that if the civil war didn’t come to an end, that the flow of fuel would become threatened. After an attack was launched on their Academy in the Capital City, the Grand Council ordered peace to be restored to the worlds. Jedi from the local Academy as well as famed Master Uris Chun joined the battle to bring peace to Fray. Master Chun led his legendary 501st Legion to crushed all the warring factions in a series of rapid battles. At the end of the day the Jedi, who were seen as heroes at the time, restored peace to Fray.
When the war was over, the Jedi called in Guardian Exports Corporation from Corellia to run and manage the Refinery. They were also tasked with safe guarding the vital fuel fields. The Jedi also dismantled all but one of Fray’s Noble Houses. Their assets were sold off to help offset the cost of repairing the refinery and restoring the spaceport to service. The Grand Council choose the Noble House of Dis'Dor to raise up and assume control over Fray while the Jedi maintained direct control of Baku and Fray’s vital fuel fields.
Within months, starships were coming and going from Baku's massive space port again. Guardian Exports brought in specialists and millions of tons of new equipment to pump more fuel from Fray's many fields. Guardian Export poured millions of credits in to Baku as the city was quickly rebuilt. Jobs were so plentiful that Guardian Exports had to create a Visitor Worker Program. They also changed Fray’s laws in regards to Clone Regulation. For the first time in years Fray appeared like it had moved from the darkness.
Everyone enjoyed the rapid growth that Fray was experiencing. However, a flood of workers from the Core Worlds (primarily Corella) continued even though empty position were becoming harder and harder to find. It wasn't long till a million families had relocated from Guardian Exports' home world on Corellia to Baku. As Baku slowly turned in to an advanced city more commonly seen in the Core Worlds, the rest of Fray stopped enjoying the same kind of growth rate that Baku enjoyed. Due to the growing Visitor Workers and their families, the local residents of Baku were relocated beyond the city limits, sometimes forcibly.
It was bound to happen that voices started to cry out against the inflow of Visitor Workers and the forcibly relocation of Baku’s native residents. Tristen Bla, formerly known as Lady Baku was the first to speak out against the relocation of Baku's native citizens. At first, she starting speaking out at Baku's Governance Meetings. When that proved unsuccessful, she then launched public rallies just outside the Jedi Command Complex. After a month of being a thorn in the side of Guardian Exports and the Jedi, she started to gain a small but growing flowing.
Everything started to go downhill when Ms. Bla and her clone house servant were found murdered in their small Baku apartment. The murder appeared to be an act of assassination. Despite being a minor thorn prior to her death, after her assassination Tristen Bla became a well-known name known across Fray, as she ascended to martyr status. While both the Jedi and Guardian Exports denied involvement, her death sparked outrage across Fray.
While reports differ widely regarding the time line, near the same time as the assassination of Tristen Bla, the Jedi Academy in the capital city was attacked by unknown forces. The entire staff were murdered while the student body were kidnapped. The buildings were burned to the ground. As news spread of Tristen Bla’s assassination, the following day after the Academy being torched, protesters celebrated the destruction of the Academy and burnt Republic Flags. On in to the day, the number of protesters grew preventing Jedi from investigating the Academy. From that day forward, that day has been dubbed, Bla Day!
Riding the rage across his capital, Lord Dis’Dor went to the Academy and spoke passionately about the abuses and corruption of the Jedi. He fanned the flames of anger and anti-Jedi sentiments across the Capital. He mocked the Jedi and claimed that the burning of the Academy was an act of mercy for the Capital. As the Jedi were fighting for their lives on Olivan, Lord Dis’Dor made an open invitation to the Rogue Jedi to come to Fray.
Outraged by the attack on the Academy and Lord Dis’Dor’s statements, Master Stephens, the senior Jedi on world and Commander of the 56th Jedi Infantry Regiment, ordered the arrest of Lord Dis'Dor. Two nights after the assassination of Tristen Bla and only three months after peace had been brought back to Fray, the world was about to erupted in to war again. Elements of the local Jedi Garrison in the Capital attempted to arrest Lord Dis'Dor during a night time operation. An armed conflict erupted between the two factions. During the conflict, Lord Dis'Dor suffered a fatal wound and died the following day.
News of Lord Dis’Dor death spread across the Capital as protests turned violent. The Jedi Garrison was attacked by angry mobs and the Jedi were forced to withdraw from the city. It would be the last time the Jedi stepped in to the Capital. Across Fray, acts of terrorism started to spread. Unwilling to fight a losing war like the one on Olivan, Master Stephens ordered a complete lock down of Fray’s skies. He ordered his fighters to bomb centers of power to keep regional leaders from growing in to a threat. Master Stephens tactic of surgical strikes eliminated key leaders, but left power vacuums. These vacuums were filled by criminals and raider gangs.
Slowly organized threats against Baku and the Jedi slowly died. But that didn’t stop the Jedi or Guardian Exports from souring up their defenses. Guardian Exports hired over two hundred thousand mercenaries to protect their wealth in the fields. While the Jedi focused on securing the city of Baku. After months of near daily bombing, the rest of Fray has been reduced to a waste land. Within months, the protests all ended and peace was once more returned to Fray. This allowed the Jedi to focus on the inflow of Olivanee refugees. They created a refugee settlement north of the City. As the war for Olivan came to an end, the population of the settlement topped one hundred thousand.
